Draft Preferred Growth Scenario to 7 May 2024 Agenda Briefing Forum - See Update Below

The Town of Victoria Park has started an exciting new project to look at the future planning for areas around the Oats Street station. The Oats Street Station Precinct has been identified in State and Local Government planning frameworks as having the potential for greater development. In light of this, the Town is investigating opportunities for growth, redevelopment and improvement. The project aims to capitalise on the transformation of the Oats Street station and new linear parkland under the elevated rail, the community activity associated with Aqualife and TAFE and the potential for redevelopment of the light industry / service commercial area in the future.

The indicative Precinct Structure Plan boundary is shown below.



We are currently in Stage 2 of the project - finalising a preferred growth scenarios - based on the State Government's expectation for greater development around train stations, analysis of the local planning opportunities and constraints and feedback received so far from community, landowners and businesses about ideas for redevelopment, growth and improvement of the area. Advertising of the two growth scenarios for the Oats Street Precinct closed in November 2023.

Preferred Growth Scenario To Council 7 May and 21 May 2024

A Preferred Growth Scenario is now being presented to the 7 May Agenda Briefing Forum meeting of Councillors, and 21 May 2024 full Council meeting for adoption. The Preferred Growth Scenario is a refinement of the two advertised growth scenarios and based on feedback from community and stakeholder engagement in November 2023. The Preferred Growth Scenario is not a statutory plan ie. has no formal role in making decisions about land use or development in the precinct. Rather, it provides an indication of the proposed broad changes to the local planning framework (ie. zones, density, building heights / setbacks, land uses).

If adopted by the Council, the Preferred Scenario will form the basis of a detailed statutory Precinct Structure Plan and Planning Scheme Amendment in the next stage of the project. The Precinct Structure Plan/Planning Scheme Amendment will recommend specific changes to the planning framework. The Town will undertake a period of detailed engagement with the community and stakeholders on the draft Precinct Structure Plan/Planning Scheme Amendment before a final plan is presented to Council, the WA Planning Commission and Minister for Planning for endorsement, later in 2024.

Can I Make Further Comments on the Preferred Growth Scenario?

The Preferred Growth Scenario is not being advertised for community comment because it is based on feedback already received from community and stakeholders. However, you can make a Deputation or Statement/Questions to the Agenda Briefing Forum meeting and/or Council meeting. However, please note, to make a deputation/statement, you must following the process outlined here which may entail submitting a form 24 hours before the meeting. If you have any questions regarding the meeting procedure and making deputation/statement, please contact the Town’s Governance team on 9311 8111 or admin@vicpark.wa.gov.au.
