The site is located within close proximity to the Lathlain Precinct and is the former location of the Carlisle Lathlain Bowls Club. In 2015 Council resolved to retain this area is public open space, however the nature of the space, and what will go on it is yet to be determined and will be heavily influenced by what the community wants. This area is to be considered with the Zone 2 - Community Activity Zone and Zone 5 – Rayment Park in mind as they are similar in nature and located very close to each other.

The Lathlain Park Management Plan, which sets the overall principles for the use and future development of Lathlain Park, was finalised in late-2016 with valued input from stakeholders and the community.
The draft Lathlain Park Management Plan and West Coast Eagles Development Application were advertised for public comment for 28 days in October 2016. After submissions closed a Special Meeting of Council was held on 6 December 2016 to:
Receive the public submissions on the draft Lathlain Park Management Plan.
Consider the final draft of the Lathlain Park Management Plan.
Consider referring the Lathlain Park Management Plan to the West Australian Planning Commission for approval.
Consider the Development Application submitted by Urbis on behalf of the West Coast Eagles Football Club at Lathlain Park.
Earlier in 2017 we invited you to view the current concept plan for the Former Bowls Club Site and Tom Wright Park and provide your feedback. The Town collected feedback until 13 March 2017. The information gathered as part of the survey will be used to inform the final concept plan, which will be presented to the Town of Victoria Park's elected members for their information and future budgeting consideration.
