Old Spaces, New Places - A new urban space for Albany Highway's west end

Consultation has concluded

Old Spaces, New Places (OSNP) is a program targeting locations within the Town that can be renewed and upgraded for greater community use and benefit. This is the third project to be progressed as part of the OSNP program and will be located along the western end of Albany Highway within Victoria Park.

Project #3 presents an opportunity to create an urban space that enhances user experience and provides a heart and meeting space for the local community. This project aims to:

  • Confirm the location of the public realm improvement from a shortlist of locations; and
  • Prepare and approve a design concept for a public realm improvement and new urban space for the chosen location that can transition to detailed design and construction

Location selection

The Council at its Ordinary Meeting held on 15 December 2020 considered the recommended selection of one of three shortlisted locations along Albany Highway to proceed to concept design stage. This followed a period of extensive consultation and community engagement exercises, whose outcomes are summarised in the reports contained in the Document Library.

At this meeting, the Council considered the location options and concluded that all three were worthy of consideration and supported by the community. Accordingly, the Council resolved the following:

  1. Acknowledge the significant community support for the progression of concept planning for a public realm upgrade at all three shortlisted locations identified under the Town’s third Old Spaces New Places project.
  2. Endorse Location 3 (being the intersection of Albany Highway with Mackie and Rushton Streets) to proceed to the concept design stage.
  3. Endorse location 2 (being the intersection of Albany Highway and McMaster street) to proceed to concept design stage subject to consideration in the 2021/2022 annual budget.
  4. Support Location 1 (being the intersection of Albany Highway with Leonard Street) forming part of the Old Spaces New Places program of future public realm works, with their potential funding and timing to be considered in the Long-Term Financial Plan and Volume 7 - Victoria Park Place Plan.

The above decision means the Town has progressed concept planning for Location 3.

What is happening now?

We have developed a draft Concept Plan for Location 3, being the intersection of Albany Highway, Mackie Street and Rushton Street and are seeking feedback. Please view the draft Concept Plan and share your feedback by Monday 3 May 2021. Feedback can be provided via the online form below, in person or over the phone.

This is the second iteration of the draft concept plan, with local businesses having already seen and provided feedback on the preliminary draft concept plan. This feedback informed the changes made to the current draft concept plan.

  • Re: Old Spaces, New Places I have read the letter you sent me and looked everything on your web site but I have no idea what is being proposed? The description is way too abstract. Can you give some concrete examples? Will it involve demolishing all the buildings in these locations or is just a cosmetic facelift for them?

    OSNP #3 is looking at revitalising an existing public realm environment at one of three shortlisted locations (intersection environments) along Albany Highway. This could include changes or additions to the various elements that contribute to these urban spaces, including street trees and other plantings, pavement and road materials, the width and design of the road carriageway and pedestrian paths, street lighting, wayfinding signage, public art, play spaces, entry statements, seating etc. 

    Buildings located at these intersections are private property and will not be demolished or revamped.
