Local Planning Policy 23 – Bicycle Parking, Car Parking and Access for Non-Residential Development

The Town has prepared Draft Local Planning Policy 23 (LPP23) – Bicycle Parking, Car Parking and Access for Non-Residential Development to replace the Town’s existing LPP23 – Parking.

The existing LPP23 sets requirements for minimum amounts of parking to be provided for different types of commercial land uses. This approach ensures that lots of car parking spaces are provided however can:

  • make it more difficult to establish or grow a business
  • detract from people choosing to walk or cycle
  • be detrimental to urban design and local character
  • detract from the natural environment
  • increase local traffic through encouraging trips to be made by car.  

The review of LPP23 recommends that the policy be revised and renamed to reflect the intent and recommended actions of the Town’s Integrated Transport Strategy and Parking Management Plan.

The key attributes of the revised policy include:

  • Adopting an approach where no minimum car parking requirement apply allowing businesses to choose to provide parking suitable to their needs. (See the 'Open option' image below or view the detailed infographics here).

  • Setting requirements for the provision of bicycle parking and end-of-trip facilities to support active modes of transport like walking and cycling.

  • Design guidance for both bicycle and car parking facilities to ensure all parking facilities are designed to be safe, accessible and to support good quality development outcomes.

Feedback on the proposed revised policy is invited from all community members until Monday 29 July 2024. Feedback can be submitted in a number of ways:

What was the outcome?

All feedback was considered as part of the process to finalise the draft LPP23. At its meeting on 17 September 2024 Council resolved to adopt LPP23 inclusive of some modifications. A copy of the final adopted LPP23 is available in the document library on the right hand side of this page. LPP23 comes into effect from the 26 September 2024 upon the publication of a notice in the local newspaper.
