Edward Millen Business Plan

Edward Millen House and surrounding state heritage-listed buildings are finally set to undergo a major restoration and redevelopment.

In a rare and exciting collaboration between the private sector, Australian and Local Governments, Victoria Park Council have endorsed a plan to unlock the future of Edward Millen House, surrounding buildings and parklands.

The House is to be leased to WA based company Blackoak Capital Ventures for 20 years. Their proposal includes a lump sum upfront payment of $2 million to upgrade the park. In addition, the Town will receive ground lease rent from year 21 until the end of the lease period.

Under the proposed lease, Blackoak will carry out the heritage restoration work on the buildings, pay rates, taxes, outgoings, insurance, service upgrades and ongoing maintenance costs of the buildings, any new buildings and immediate surrounds. The lease will include five options to renew of 10 years each.

Blackoak’s proposal includes creating unique offerings such as a café, bistro dining, gastro pub, event and function space, bakery, local produce store, fruit and vegetable gardens, speciality farmers market for artisan food and crafts, and childcare facilities. Importantly a public museum space is to be created inside the House, and the immediate surroundings will be landscaped.

After years of community consultation, the Town is excited to secure a proposal that has a positive financial return for the community and a substantial investment in new facilities at no cost to the Town.

Council has worked hard since 2018 to resolve the future of the Edward Millen buildings by ensuring the preservation of this important community asset and creating great activation of the site for future generations to enjoy.

The Australian Government has committed funding of $4 million towards the redevelopment. This funding will be used for heritage restoration.

The Town is now seeking public submissions on the Business Plan that will assist council to make a final decision on the proposed lease.
