The Community Activity Zone is Zone 2 of the Lathlain Precinct and will be an area for passive recreation. As an urban park, it will be a place to understand and relate to nature, whilst also being a place to recreate and socialise. It will be a multi-use destination for the community with a range of things to do. The design of Zone 2 presents a real opportunity to enrich Lathlain Park.

The Lathlain Park Management Plan, which sets the overall principles for the use and future development of Lathlain Park, has now been finalised with valued input from stakeholders and the community.

Council is set to consider the draft Management Plan for endorsement to advertise in October. If Council elects to proceed to advertising you will have a further opportunity to comment on the Plan for a period of 28 days.

Ask us a question related specifically to the Community Activity Zone of the Lathlain Precinct. 

  • Further to the question put to you by soozeee on or about 16 Sept regarding the use of Zone 2 by the lessee and your response: 2) The Town negotiated with BCL Group to have the large pile of mulch delivered into the Town’s possession in exchange for BCL being allowed to move their site office into Zone 2 during construction of the ovals. Prior to being delivered the mulch was the property of the lessee. The Town negotiated this arrangement as a positive step of goodwill and healthy urban development with the mulch to be used by the community. Could you provide detailed reasons as to why this decision is of net benefit to the community rather than to the lessee and BCL and indicate whether or not a cost benefit analysis was undertaken before the agreement was made considering: That the felled Lathlain Park trees, often as a whole tree, were chipped, not mulched, including root boles, soil and bitumen. This process is generally undertaken only to facilitate removal from site using heavy haulage such as dump trucks, a costly exercise. This end product is not of a suitable quality for commercial resale by soil and landscaping yards, and tree loppers across the metropolitan area often find it difficult to dispose of clean chippings and mulch, often forced to haul it to rural properties and farms. And while I accept that it has been utilised because it is free, much of it has been used by commercial contractors and landscapers, including in one case a bobcat and dump truck on a weekday at dusk. BCL’s costs were significantly less to transport the mulch across the street rather than haul it away for disposal, thereby saving itself and the lessee money. On the other hand, the local community has lost access to a significant portion of Zone 2 despite the fact that Zone 2 is not close to the construction phase. Insofar as the lessee already has a 50+ year lease for $10 (if payment is requested by the Town), I assume that BCL is not paying for its use. I also note that the area in Zone 2 where BCL has located its site offices and materials laydown was an informal and widely used dog exercise for many years before the recently added and now moved dog exercise area appeared.     A cost benefit analysis was not undertaken before the negotiations took place.

    Where the Town was made aware of commercial businesses using the free mulch action was undertaken to stop this and to ensure that the mulch was available for local residents as a priority.

    The dog exercise area has been temporarily relocated, with its final location forming part of the community consultation workshops having recently taken place.  The dog park was not relocated to accommodate the BCL site office, but to ensure the safety of the animals during the construction phase.


  • Hon Mia Davies MLA has stated that 'the State’s contribution will be provided to the town via a funding agreement with the West Coast Eagles undertaking the works on behalf of the Town’. In order that we can understand how much of the $10 million contributed by the State for community infrastructure will potentially be available for Zone 2, please let us know (to the nearest $.5 million would be fine) how much of the State’s contribution has been allocated towards the construction of Oval 1, Oval 2 and the running track. This figure must be known given that the monies have in effect passed through the town, and forwards works on Ovals 1 & 2 are well-advanced. BCL would surely not undertake works without due diligence as to both the availability of funding and its source. Regards

  • Can you please tell me where the $10 million from the Federal Government for community benefits being allocated.

    The Federal Government’s contribution to the Lathlain Park redevelopment is an investment in the social and economic benefit that will flow as a result this includes the increased capacity of the precinct to support a wealth of community uses and enable program delivery in areas including sport, education and health.

    It also includes the economic growth that will be delivered through the enhancement of this valuable inner city area, the attraction of new business investment and increased employment opportunities. The construction and operational phases of the project will also generate many new jobs.

    The $10M funding from the Federal Government is via agreement between the Federal Government and the West Coast Eagles.

    As previously stated, whilst the State funding is allocated to the Town for investment into the community infrastructure in Lathlain Park the precise details are still a work in progress and will be the subject of a Funding Agreement between the Town and the State Government.


  • In answer to a question posted in the Zone 3 area regarding the location of the Oval 1 fence in relation to the WCE lease boundary, the Town replies ‘Fencing for Oval 1 has not yet been finalised. Detailed designs currently underway are required to take into account numerous factors.’ Page 24 of the West Coast Eagles Development Application, while qualified as outside of its scope (but described as indicative) shows that the Tenant proposes that the northern fence be located a minimum of 11.95 metres outside of their lease boundary. Not only would this significantly reduce the remaining community activity zone but would place a significant number of Lathlain Park’s remaining trees within Zone 3. Is the Town in any discussions or negotiations with the Tenant(s) and is the Town considering the expansion of the northern Oval 1 boundary into the community activity zone? Can you indicate the specific provisions in the lease agreement that would enable the Tenant and Town to renegotiate the terms of their recently-forged agreement? Regards

    The exact location and design of the fencing between Oval One and the Community Activity Zone has not yet been finalised. It can be confirmed however that discussions to date indicate that the fence will sit on the oval side of the significant trees which line Oval One in this area.

    There are no negotiations occurring between the parties in relation to expansion of the northern Oval 1 boundary into the Community Activity Zone.  The lease agreement can be modified by mutual consent of the parties as required.


  • I can see what appears to be site office set up, storage of materials etc on Zone 2. How long will this be in place for? Under what terms has this been arranged? Is it in the Lease Agreement? Will construction site parking be on Zone 2? Will further building materials be delivered to and stored until used on Zone 2? Do you anticipate any work on Zone 2 will happen at any time soon, or is it contingent on the Eagles and thier access requirements to Zone 2 during construction phase?

    1) For the duration of the construction of the ovals. It is expected that oval construction will be complete by early December 2016 although subject to progress on site.

    3) No. The West Coast Eagles lease area does not extend into Zone 2 and is therefore not covered by the Lease Agreement.

    4) No. All construction site parking for the oval construction will be contained within Zone 3.

    5) No. The agreement made only related to the location of the site office within Zone 2.

    6) The design of Zone 2 is currently being undertaken through the community workshop process. Following this a detailed design and construction documentation will need to be produced and procurement of the construction team will need to occur. This is not expected to be completed before the finish of the oval construction, therefore causing very minimal risk of overlap. The construction of Zone 2 will not be impinged by the location of the current site office. 


  • Of the state funding, what dollar amount has been allocated/ forecasted to be expended for public infrastructure within the WCE lease area?

    Whilst the State funding is allocated to the Town for investment into the community infrastructure in Lathlain Park, at this time, the proportion of State funding allocated to Zone 3 specifically cannot be confirmed until such times as a formal agreement is reached.  We will provide detail on this agreement when the information is available.


  • Why are there site offices in ZONE2?? We would like this to be opened for us to access...Fence ZONE 1 and give ZONE 2 to the people now.... !!

  • My question was not asking who is funding the work. I asked who is paying for the work that has occurred and is currently taking place on Lathlain Park?

    As stated in the previous answer, the works currently being undertaken on site is the result of the West Coast Eagles Development Application for forward works, which includes the construction of the two new football ovals. Payment for these works is the responsibility of the West Coast Eagles.

    The works currently being undertaken on site is the result of the West Coast Eagles Development Application for forward works, which includes the construction of the two new football ovals. These works are being payed for by the West Coast Eagles. It should also be noted that public infrastructure works are funded by the State Governments $10 million funding commitment.

  • I noticed a response posted to a question below: 'Prior to the commencement of construction of any parking along McCartney Crescent.' As there is a very clear message from the community stating it does not want any parking that reduces any of the remaining land within Zone 2, how can any statement regarding unwanted construction of parking be made as a response?

    Through a series of investigations into traffic management, contained within the FLY Lathlain Precinct Movement Network Report and the Lathlain Precinct Staged Parking Management Report (available on for download on www.lathlainprecinct.com.au website, under the West Coast Eagles tab) it is determined that there is a need for a certain number of parking bays in each zone so that the site can function. The look and feel of these car bays is negotiable and has formed part of the community discussion (i.e. multipurpose, hardstand, soft scaping etc.) however the need to accommodate the functions of the site will remain. The Town continues to listen to all community feedback, noting that there are also people who support the need for parking on site, and is trying to balance on-street parking, onsite parking and the encouragement of alternative modes of transport with the functional needs of the site.
