CARLISLE – No.12 (Lot 310) Cohn Street - Proposed Redevelopment of Existing of Concrete Batching Plant

Consultation has concluded

The Town has received a development application for the redevelopment of an existing concrete batching plant at No. 12 Cohn Street, Carlisle (which also has street frontage to Briggs Street).

The redevelopment application proposes:

  • construction of a new concrete batching plant with a reconfigured plant layout including ‘relocating the noisier activities further from Cohn Street and relocating the silos further from Cohn Street’. Physical works include (but are not limited to) a central structure topped with two silos with an overall height of approximately 22m above natural ground level and increasing the screen wall height facing Cohn Street from 4m to 5m.
  • relocation of truck/heavy vehicle access from Cohn Street (abutting the residential zone) to Briggs Street (fully within the industrial area)
  • relocation of light vehicle (staff) access from Briggs Street to Cohn Street
  • increased expected annual production from 110,000m3 to 200,000m3
  • the ability to undertake night-time operations (The site currently only undertakes day-time operations)

In relation to dust, noise, traffic and other associated impacts, the applicant contends that

“-despite increased throughput, with the comprehensive redevelopment of the site and relocation of activities from residential area and replacement with modern equipment, all externalities are expected to comprehensively reduce from the current situation”.

In accordance with Local Planning Policy 37 – “Community Consultation on Planning Proposals”, you are invited to comment on the following:

  • Building Height - The application proposes a maximum building height of 22m in lieu of 9m.
  • Proposed Use - The application proposes the redevelopment of an existing Concrete Batching Plant, which is classed as a ‘Noxious Industry’ use under Town of Victoria Park Town Planning Scheme No.1.

The subject site has been owned and operated by Holcim Australia Pty Ltd since 1996, and Council records confirm that concrete manufacturing has been operating on the site dating back to at least 1977. It is noted that a ‘Noxious Industry’ use is currently listed as a Prohibited (X) use in the “Industrial 1” zoning, however legal rights (also referred to as non-conforming use rights) exist for the use of the land to continue. The redevelopment of this site will be considered in accordance with Clause 18 of the Town of Victoria Park Town Planning Scheme No.1.
