Consultation has concluded

The Town is investigating the provision of public lockers or alternative storage spaces in the Town. Accessible, free to use and secure lockers or storage services provide rough sleepers with an option to safely store their belongings.

The investigation is taking place in two parts. The first part of the investigation, completed in September 2020, involved research and consultation with representatives from homelessness organisations, lived experience advisors, the WA Police and internal Town service areas, and focused on the types of lockers that might be required, security arrangements, potential locations and costs.

The second part of the investigation involves informing and inviting feedback from the community, to understand the community's thoughts around public lockers and if there are any concerns.

At the September 2020 Ordinary Council Meeting, Council resolved to:

  1. Note the preliminary results of the initial investigation into the provision of public lockers, or alternative storage spaces, for people living with homelessness in the Town.
  2. Requests the Chief Executive Officer to conduct community consultation about installing public lockers or alternative storage spaces in the Town.
  3. Requests the Chief Executive Officer to present a report back to Council at the March 2021 Ordinary Council Meeting with findings of the community consultation.

  • Outside of the Library, 27 Sussex St, East Victoria Park - adjacent John MacMillan Park
  • Outside of the Hubert St Car Park toilet block, 55 Hubert St, East Victoria Park
  • Outside of the Haven, 879 Albany Highway, East Victoria Park.

What is happening now?

The community was invited to provide their feedback during the second part of the investigation until Sunday 6 December. 115 responses were collected and are now being reviewed by the project team.

Feedback received was collated and presented to Council at the March 2021 Ordinary Council Meeting.

At the 16 March 2021 Ordinary Council Meeting last week, Council resolved:

  1. Notes community consultation feedback regarding the provision of public lockers, or alternative storage spaces, for people who are sleeping rough in the Town.
  2. Requests the Mayor to write to the newly elected members of State Government, advocating for additional funding for assertive outreach services in order to engage rough sleepers living in the Town.

The Town will not be progressing a public lockers or storage initiative. However, the Town does not oppose a service provider operating such a service in the Town, with research suggesting that this leads to better outcomes for people experiencing homelessness.
