Why are you doing a parking trial?

    As part of the Town's regular review of user pays parking zones, the trial aims to test the effectiveness of the Town’s pricing structure, occupancy and the relationship between price and free time periods within the Albany Highway paid parking zone.

    How long with the trial go for?

    The trial is being completed over a six month period, commencing 1 April to 30 September 2019.

    What zone is the trial being conducted in?

    The trial is being conducted in three zones along Albany Highway, from Basinghall St to Hampshire St. The specific trial zones will be identifiable by signage as you enter the zones.

    At this stage we can’t share the specific locations of the trial as this would likely impact the data. Once the trial has ended we’ll definitely be sharing what variables were tested, what the observations were and what this means for the parking management plan.

    What will happen after the trial?

    Town officers will review the feedback provided by parking users and local business owners/operators and present a report with a recommendation at an Ordinary Council Meeting after the the trial is completed. 

    Why do you charge for parking in the first place?

    The decision to bring in paid parking happened back in 2012 when Council voted to adopt the current parking management plan. We deliver this plan and regularly review it to ensure it is meeting objectives; a fair level of access to our parking resources. In practice, the Town aims to have one in ten parking spaces available at all times.

    What are you testing?

    The trial aims to collect data from a variety of changes to price and free time. The two pricing and free period structures are concurrently tested against a control area (no change to pricing or free periods) to ensure that any behaviour change can be isolated from unrelated factors such as weather or holiday periods.

    At this stage we can’t share the specifics around the variable changes as this would likely impact the data. Once the trial has ended we’ll definitely be sharing what variables were tested, what the observations were and what this means for the parking management plan.

    Are the changes permanent?

    No, these changes are only for the purpose of the trial and any price or time changes within the trial zones will return to their current levels at the end of the trial. 

    I am a local business owner/operator in the trial. How can i give my feedback?

    Town officers will be seeking feedback from local business owners/operators at three stages during the trial (start,middle and end). 

    Local business owners/operators or parking users can also give feedback at any point during the trial by completing an online feedback form.
