Optus Stadium - Amendment to Regulation 19B venue approval

Comments are invited on a proposal to extend Optus Stadium's Regulation 19B venue approval until 31 December 2027.

Please note – this consultation relates to an extension to Optus Stadium’s Regulation 19B noise approval. The State Government’s proposal for the Perth Entertainment and Sporting Precinct is NOT the subject of this consultation, and any comments should be focused on the extension request for Optus Stadium.

Background

VenuesLive have a current Operator Agreement with VenuesWest to operate Optus Stadium. This approval expires on 31 December 2027.

The Town initially issued Venues Live a 3-year approval for Optus Stadium under Regulation 19B of the Environmental Protection (Noise) Regulations 1997. This approval expired in February 2023 and a further 3-year extension was issued until 3 March 2026.

The approval allows Optus stadium to host a specific number and type of ‘notifiable events’ which exceed the assigned noise levels under the regulations, provided the events are carried out in accordance with the venue approval.

These events include entertainment events and motor sport events, and the approval only applies to events inside Optus Stadium and does not cover any events held outside or near the Stadium.

The conditions of the current venue approval for Optus Stadium are as follows.

  1. No more than a combined total of ten notifiable events that are entertainment special events or motor sport events are to be held in any consecutive twelve month period.
  2. No more than a combined total of four notifiable events that are entertainment special events or motor sport events are to be held in any consecutive thirty day period.

The current regulation 19B venue approval for Optus Stadium expires on 3 March 2026. The Town is considering extending this approval so that it will expire on 31 December 2027, bringing it in line with the VenuesLive operator agreement. This amendment will allow VenuesLive to continue to plan, book, promote and conduct activities up to the end of their operational agreement.

The Town is inviting comments on the proposed extension before making a final decision.
