Old Places, New Spaces - ROW52 Laneway Upgrade

Consultation has concluded

'Old Places, New Spaces' is a program targeting places within the Town that can be renewed and upgraded for greater community use and benefit. This program was developed following a Council resolution to investigate alternative options for the use of laneways and intersections along Albany Hwy and was later broadened by the Town to include all public areas of interest, also know as the public realm.

The first project to be delivered under the 'Old Places, New Spaces' program is the upgrade of ROW52. ROW52 is the laneway that is located between Ten Ten Kitchen, East Victoria Park IGA and TAO Restaurant. The site is one of the Town’s most identifiable public spaces and it is currently accessed by pedestrians, cyclists and vehicles for movement between Albany Hwy and the Iceworks Lane car park.

The site attracts significant public attendance during the TGIF markets, but it is rarely utilised by the community outside of these times and only serves the purpose of a thoroughfare between the Albany Hwy main street and public car parking. Due to the condition of the laneway and the active pedestrian environment of the Albany Hwy main street there is often conflict between cars and people, which creates an unpleasant space.

The project team is proposing to close the laneway to vehicle traffic and deliver a high standard upgrade focused on a pedestrian scale. The intention is to transform the laneway into an attractive, functional space for the community to use and enjoy.

What is happening now?

In conjunction with the launch of the new and improved laneway, we are seeking community feedback on a new name for this space. When naming or renaming laneways, a proposed name must comply with the naming rules for places in West Australia (WA geographic names). With this in mind and with assistance from Landgate, we have developed ten suitable names. We now want your vote on which name you prefer.

Feedback received will be presented in an Ordinary Council Meeting.

    The concept design for the ROW52 Laneway Upgrade project has now been finalised. The design was prepared by EPCAD Pty Ltd and integrates the community’s design themes that were collated through the community consultation period.

    The project team will now begin the process of preparing detailed design and tender scope documentation, as well as preparing an application to the Department of Planning, Lands & Heritage to close the laneway to vehicles.
