Why is the 2017 Master Plan being updated now?

    Since the original Master Plan was developed in 2017, the McCallum Park and Taylor Reserve area has seen some major works and redevelopment. Some projects have been delivered in a staged approach, like the McCallum Park Active Area, and new projects, such as the Boorloo Bridge, have been completed that were not part of the original Master Plan.

    We are now updating the Master Plan to reflect this, as well as incorporate the daylighting of Mindeera Spring - a project which recognises the significant First Nations cultural heritage of the area, as well as the flora and fauna within.  

    What is being proposed within the Master Plan?

    Planting design:

    • Planting to complement the existing character and flora of the site, using predominantly native species and incorporating Water Sensitive Urban Design (WSUD). 
    • Promote a landscape that reflects the cultural values, history and ongoing custodianship of First Nations peoples while enhancing ecological function through opportunities to restore natural systems, including investigating the feasibility of daylighting the Mindeera Spring

    Parkland and event space: 

    Large areas of existing parkland and open space to be retained to enable social gatherings and events.

    River edge: 

    Upgrading river edge treatments, such as:

    • Gentle grading to river edge and increasing native planting, aimed to reduce erosion.
    • Addition of seating and gathering areas adjacent to the river, with educational signage to encourage pause points.
    • Beach areas or river access to provide direct access.

    Activity hub: 

    The heart of the site, drawing visitors to the area. The design concept provides ‘something for everyone’, with new well-lit pathways, parking, and active zones to increase a sense of safe usable spaces. Part of the Activity Hub has been delivered as part of the McCallum Park Active Area.

    What key works will be included in the Master Plan?

    The following key works will be part of the updated Master Plan:

    • Daylighting of Mindeera Spring – following the discovery of the spring running through an underground drainage system, there is an opportunity to create an open ‘living stream’ to improve water quality and make a healthier habitat for local wildlife. 
    • Inclusion of an all-ages playground. 
    • Improving the river edge with treatments such as gentle grading, native planting, seating and gathering areas, and educational signage.
    • Creating a beach or a river access to provide direct access to the water.
    • Planting more trees to complement the existing character and native flora of the area.
    • Improving the lighting in the area and increasing a sense of safe usable spaces.
    • Improving the cycle path and pedestrian paths.
    • Inclusion of outdoor exercise equipment.
    • A space or activity area specifically designed for teenage girls – research conducted by Nature Play WA found that teenage girls account for 6% of recreational space users. Further, research shows up to 90% of Australian girls aged 11-17 are not meeting recommended physical activity levels.

    What will happen to my feedback?

    The Town’s project team will analyse all feedback in relation to the Master Plan update, which will then be considered by the Town of Victoria Park Council.
