Revised LPP 31 - Unhosted Short-Term Rental Accommodation and Residential Building
Background
The draft revised Local Planning Policy 31 - Unhosted Short Term Rental Accommodation and Residential Buildings was advertised to the community last year, with 19 submissions received.
The community’s submissions and the officer’s recommendation were considered at the December 2025 OCM (Ordinary Council Meeting minutes - 9 December 2025), where Council resolved to re-advertise a modified version of the Local Planning Policy for 21 days.
The revised Local Planning Policy is now open to community feedback from Thursday 29 January to Thursday 19 February 2026. Following this, the community submissions will be reviewed by Town officers and a report prepared for a future Council meeting agenda.
Proposed policy changes
The proposed modifications to the Local Planning Policy, since it was intially advertised last year are:
a. Reducing the number of areas within the Town suitable for Unhosted Short Term Rental Accommodation to Burswood & Victoria Park only (refer to the area maps).
b. Inserting a new policy requirement that planning approval for any Unhosted Short Term Rental Accommodation will be for a maximum period of 10 years (following the initial 12 month approval).

About the policy
Unhosted short-term rental accommodation (e.g. Airbnb, Stayz etc) is popular within the Town of Victoria Park due to the proximity of the airport, the Perth CBD and the many local entertainment and tourism attractions such as Perth Stadium, the Burswood Casino complex, the Albany Highway strip, Curtin University and the Derbarl Yerrigan / Swan River.
This policy aims to support well-located unhosted short-term rental accommodation and residential buildings, which are appropriately managed to minimise impact to surrounding properties.

Policy objectives
- To limit the land uses of unhosted short term rental accommodation in locations near tourism and entertainment attractions and/or activity centres.
- To ensure the location, scale, design and operation of unhosted short term rental accommodation and residential buildings are appropriate to their setting to preserve the amenity of the adjoining development and locality.
- To ensure the land uses of unhosted short term rental accommodation and residential buildings are appropriately serviced to meet the needs of occupants and prevent impacts on the local environment or infrastructure.
