Draft Local Planning Scheme No. 2

Consultation has concluded

The Town of Victoria Park has prepared a new draft Local Planning Scheme No. 2 (LPS2) to guide development of the Town’s growing and diverse community.

LPS2 will replace the existing Town Planning Scheme No. 1 (TPS1) to become the primary statutory document of the Town’s planning framework and shape how land within the Town is developed.

The proposed new Scheme is based on the recommendations of the Town’s Local Planning Strategy 2022 and the requirements of the State Government’s statutory and strategic planning framework.

Changes to the scheme aim to encourage activation of public places, create more places for people, update zoning to better reflect existing land uses and ultimately contribute to the delivery of the Town’s Strategic Community Plan.

To create the new scheme, Town Planning Scheme No. 1 was updated to meet legislative requirements and quick wins were achieved by implementing short-term recommendations from the Town’s Local Planning Strategy.

For more complex areas like Albany Highway and the Burswood mixed use precinct, the local planning framework will be updated through the Town’s Precinct Structure Plan Program and progressive strategic amendments to the new Scheme over the next five years.

This staged approach enables the Town to address complex planning issues over time and has allowed development of the new Scheme to be fast-tracked.

Following endorsement by Council and the Western Australian Planning Commission for advertising, the Town is now inviting community feedback on the draft Scheme from 4 May 2023 until 4 August 2023.

To help explain the proposed new Scheme and answer questions from the community, the Town will be holding a series of online and in-person information sessions throughout the advertising period.

Feedback on the proposed draft Local Planning Scheme No. 2 can be provided in a number of ways:

  • Online, using our submission form below
  • By email to Scheme2@vicpark.wa.gov.au using the WA Planning Commission submission form available here
  • By mail to Locked Bag 437 Victoria Park, Western Australia 6979

Submissions made mail must cover all sections in the WA Planning Commission submission form (available here) including your name, postal address, property address if your comments relate to a specific property and your relationship to the property (owner, occupier, neighbour etc).
