Hubert Street parking
The Town of Victoria Park is seeking input from residents regarding plans to address congestion and potential safety hazards caused by parking along Hubert Street.
The proposal (outlined further down this page and in the plans to the right) would result in a reduction of approximately 33 parking spaces along Hubert Street to achieve more favourable conditions for two-way traffic and to address congestion issues.
The question: Do you have any feedback on the proposed solution?
Background
The Town received community feedback at its December 2024 Ordinary Council Meeting from a resident of Hubert Street.
Issues raised included that, due to parking congestion stemming from parking on both sides of Hubert Street, residents are having trouble entering and exiting driveways, turning into Hubert Street from both Miller Street and Mint Street, and maintaining two-way traffic.
In response, the Town has prepared the below plan which seeks to address the above issues, whilst:
- limiting, as much as possible, any loss of parking
- Allowing for maintained two-way traffic at all times.
- Discouraging the blocking of driveways
- Continuing to allow convenient parking for motorists heading in both directions on Hubert St.
Below is a description of the proposed solution, as well as a simplified drawing of where parking bays are proposed to be located should the solution move ahead.
The proposed solution:
Staggered On-street Parking Restrictions: The design limits on-street parking to alternate sides of the carriageway, with the introduction of “No Stopping” restrictions in between. This ensures a fair solution for residents on both sides of the street, while maintaining two-way traffic.
2.0m-Wide Parking Shoulders: On-street parking areas will include 2.0m-wide shoulders to guide drivers to park within the designated space, maintaining a minimum lane width of 5.4m–5.5m for two-way traffic.
“No Stopping” Line Markings: White stencil lines will be installed at driveways on the parking-allowed side to clearly indicate “No Stopping” areas, ensuring driveways remain unobstructed.
Additional Yellow “No Stopping” Lines: at the intersection of Hubert and Mint Street.
Note: Separate works are planned on a raised intersection at Hubert and Mint streets, which will aid in slowing traffic entering onto Hubert St.

Next Steps and Public Feedback
The Town's technical team deems that the above solution is the fairest one for residents that also maximises the number of parking bays able to be retained, while addressing the issues outlined in the original concerns outlined to Council.
To gather your insights effectively, we have prepared the brief survey below. Your feedback will be valuable in helping us understand any community concerns before presenting this plan to Council for their consideration.
Feedback is also open to the community via email to admin@vicpark.wa.gov.au with the subject line ‘Hubert St parking’.
The survey will be open for feedback until 5pm Monday 7 April.
