The Town has received a development application for the construction of 32 Multiple Dwellings and 39 Grouped Dwellings

In accordance with Local Planning Policy – Community Consultation on Planning Proposals, you are invited to comment on the following matters:

Grouped Dwellings

  • Primary Street Setback (Lots 1 to 8 only) – Council’s Local Planning Policy – Streetscape requires a minimum street setback of 3.0 metres from Berwick Street with an average setback of not less than 6.0 metres. The application proposes a setback to Berwick Street of 3.0 metres minimum and 5.736 metres average to the ground floor and a 5 metre average to the upper floor.
  • Boundary Setbacks(Lots 10 to 19 only) – The Residential Design Codes prescribes the minimum setback distance of buildings from boundaries other than the street. The application proposes variations to the setback of the following walls:
    • Upper Floor – 3.3 metres required; 1 metre proposed to Edward Millen (north-eastern setback).

Multiple Dwellings

  • Plot Ratio - The proposed development has a plot ratio of 1.5 with a plot ratio floor area of 2524.1m2. The maximum plot ratio permitted under Town Planning Scheme No. 1 is 0.8 with a floor area of 1345.6m2.
  • Boundary Setbacks(Lot 9 only) – The Residential Design Codes prescribes the minimum setback distance of buildings from boundaries other than the street. The application proposes variations to the setback of the following walls:
    • Minimum side setbacks – 3 metres required; nil setback proposed to the Hillview Bushland.
  • Maximum Height of Boundary Wall – A boundary wall with a maximum one storey height limit (4 metres) permitted under State Planning Policy 7.3 – Residential Design Codes Volume 2. The development proposes a 12.2 metre high boundary wall to the Hillview Bushland.
  • Length of Boundary Wall – A boundary wall to the Hillview Bushland boundary is proposed to have a length of 100 metres. The State Planning Policy 7.3 – Residential Design Codes Volume 2 permits a boundary wall of a maximum length of 66.6 metres.
  • Building Height – The Town’s Precinct Plan 12 – East Victoria Park permit the proposed multiple dwellings to have a maximum height of 8.6 metres. The multiple dwellings are proposed to have a maximum height of 12.2 metres from the Hillview Bushland elevation.
  • Landscaping - State Planning Policy 7.3 – Residential Design Codes Volume 2 requires 10% of the site area to include deep soil zones. The application proposes no deep soil zones on lot 9.
  • Car Parking - The proposed development proposes a shortfall in on-site car parking of 9 visitor bays. While 9 bays are required to be provided to comply, 0 bays have been proposed on lot 9 for visitors.
