LATHLAIN – No. 12 (Lot 59) Lathlain Place – Child Care Premises and Community Purpose

The Town has received a development application for Child Care Premises and Community Purpose.
In accordance with Local Planning Policy – Community Consultation on Planning Proposals, you are invited to comment on the following matters:
- Proposed Use – The proposed uses of Child Care Premises and Community Purpose are classified as an “AA” (discretionary use) within the Residential zone under Town Planning Scheme No. 1.
- Plot Ratio - The proposed development has a plot ratio area of 871 square metres with a plot ratio floor area of 658 square metres permitted.
- Car Parking - The proposed child care facility requires 1 car bay to be provided per 5 children. The Town does not have a defined car parking ratio for community purpose, however the office car parking requirements have been proposed to be used in this instance as they relate the closest to the operation of the community purpose. Based on the number of children being 67, 14 car bays are required to be provided for the child care facility and 10 car bays for the community purpose. 12 car bays have been provided on site.
- Primary and Secondary Street Setback – The Residential Design Codes (R-Codes) requires a minimum street setback of 4.0 metres from Lathlain Place and a minimum 1.0 metre setback to Howick Street being the secondary street. The application proposes a nil setback to Lathlain Place and Howick Street.
- Maximum Height of Boundary Wall (South-East) – A boundary wall to the south-east boundary with a maximum height of 3.594 metres above natural ground level in lieu of a maximum height of 3.5 metres as permitted under Council’s Local Planning Policy – Boundary Walls.
- Average Height of Boundary Wall (South-East) – A boundary wall to the south-east boundary with an average height of 3.594 metres above natural ground level in lieu of an average height of 3 metres as permitted under Council’s Local Planning Policy – Boundary Walls.
- Maximum Height of Boundary Wall (South) – A boundary wall to the south boundary with a maximum height of 3.594 metres above natural ground level in lieu of a maximum height of 3.5 metres as permitted under Council’s Local Planning Policy – Boundary Walls.
- Building Height – Precinct Plan 7 – Lathlain Precinct designates the subject site as Residential R40. Residential R40 has a building height of two storeys permitted under the R-Codes. The development proposes three storeys.
