384 Berwick St - Amendment to Local Development Plan
Notice is hereby given that the Town has received a proposal to amend the Local Development Plan for the land situated at No. 384 Berwick Street, East Victoria Park (former National Archives site).
The purpose of the proposed local development plan
A Local Development Plan (LDP) is a planning mechanism used to coordinate and assist in achieving better built form outcomes by linking lot design to future development. Local development plans are used in limited situations to guide the design and development of small or constrained lots or to achieve particular design outcomes. In this case, the requirement to prepare a Local Development Plan was a condition of subdivision imposed by the Western Australia Planning Commission (WAPC).
Some key changes proposed by this LDP amendment are:
to make deemed-to-comply grouped dwellings exempt from development approval;
to make the permitted site cover 85% in lieu of 70% (maximum)
to make permitted primary garden areas 12m2 and 15m2 in lieu of 20m2 and 30m2 respectively (minimums)
to remove a minimum 2-storey height requirement that currently applies to the area

Comments on the proposed Local Development Plan can be submitted until Tuesday 16 December 2025 in a number of ways:
In person at the Town's Administration Centre, 99 Shepperton Road Victoria Park (during opening hours)
Who will make a decision on this application?
The decision-makers for this development application are the Western Australian Planning Commission (WAPC) and the Town of Victoria Park Council.
In this instance/context, Council can only consider whether to proceed with the proposed LDP amendment (in its current form) if/when the LDP amendment is approved by the WAPC.
Following closure of the consultation period, all submissions received will be collated and provided to the WAPC along with the proposed LDP amendment and supporting documentation for their review.
If the WAPC supports the proposed amendment (allowing it to proceed), all submissions will be considered by the Town’s Urban Planning Unit before a report is presented to a Council for determination. Everyone who provides feedback will receive notice inviting them to attend the meeting.
