Proposed relocation of student pickup point

The congested traffic situation at the intersection of Berwick and Balmoral Streets (the intersection) during the end of normal school days has been a concern to the Town, Ursula Frayne Catholic College (UFCC) and some parents/guardians of school students. Traffic clogging issues at the intersection remain unresolved despite the introduction of improvement solutions, including changes made to parking restrictions.

The Town has investigated several potential solutions to improve the current traffic situation and has determined a proposal that is the most practical and effective, for quick implementation.

Proposal details

Berwick Street is classified as “District Distributor A” in the road network hierarchy. Its predominant purpose is to carry high capacity traffic movements between industrial, commercial and residential areas. Currently, Berwick Street carries 15,982 vehicles per day. Approximately twenty minutes of traffic blockage per school day affects many motorists, public transport, freight transport and emergency services. Some, if not many, motorists will find alternative routes to continue their journey by filtering through the surrounding residential streets, thereby creating some undesirable effects on the amenity and road safety of many local residents.

The Town and UFCC are keen to improve the current vehicle parking and traffic flow situation around the College. A proposal has recently been made by the Town, with the collaborative support of UFCC, to relocate the existing student pickup point from Balmoral Street to Camberwell Street. This proposal will likely resolve the traffic clogging issue at the intersection of Berwick Street and Balmoral Street. Under this proposal, vehicles of students’ parents/guardians will be required to commence the queue in Camberwell Street instead of Berwick Street. This solution will afford a significantly longer section of road for vehicles to queue up on Camberwell Street and travel northbound to the new student pickup point of UFCC.

The anticipated outcome of this proposal would be an improvement in road safety for students, their parents/guardians and local residents around UFCC and a few streets beyond and improvement of traffic flow in Berwick Street, especially for public transport and emergency services.

It is acknowledged that there may still be some temporary inconvenience for some residents as vehicles might queue on the western side of Camberwell Street at the end of a school day for approximately 15 to 20 minutes. However, under the current proposal, the all-time “No Parking” restriction on the eastern side of Camberwell Street will be replaced with “No Standing from 7.30am to 9am and from 2.30pm to 4pm during school days”. The relaxation of parking restriction would afford more opportunities for residential parking while ensuring a safe and orderly flow of traffic during the students’ drop-off and pick-up hours.
